Seasonal Energy Efficiency Ratio
The Department of Energy (DOE) measures efficiency in numbers called SEER ratings (Seasonal Energy Efficiency Ratio). For several years, the minimum efficiency standard for newly-manufactured HVAC equipment has been 10 SEER. On January 23, 2006, the law requires manufactures to stop producing anything less than a 13 SEER. The DOE is trying to combat energy price increases. You can find more information at www.energy.gov. The big issues is when units break down, there may be no more compatible parts left to repair it, so it may have to be replaced. If you are buying a resale home, consider getting a home warranty for heating, ventilation and air conditioning units.
